At the base of the mountain, Star 09-2 is next to some giant stone stairs. In order to get here, you can jump to the left pretty much directly off the side of the spawn area - it looks like you're jumping into nothing, but if you stick close to the wall you'll land. Maybe don't do this if you're not recovering health anymore. Otherwise, you can get there by traversing the level (just go straight down any paths, there aren't really many forks), then walk around the base.

09-1

Not far off from the first star is the mother penguin. Grab the baby from the top of the mountain (punch button), then put it near her and she'll give you Star 09-1.
